Cavan County Council is procuring the services of a service provider (the ‘tenderer’) for a project funded by Cavan County Council (Lead Partner) PEACE IV Local Authority Action Plan Supported by the EU’s PEACE IV Programme, managed by the Special EU Programmes Body under the objective of Building Positive Relations with people from different communities and backgrounds.

To organise and deliver a two day plus one evening event/project on the theme of the island of Ireland from the 1916 Rising and the ending of The Great War up to today. Content can range from the foundation of the state, economy and society, the arts, religion, sport, migration, character, Irish British relationship, our place on the global stage etc.

The event/project to include some or all of the following:

  • Lectures/talks/workshops, bus tours, site visits
  • Entertainment - music, song, poetry, drama, comedy

Provision of a minimum of twenty-six hours of engagement/contact time with cross border participants is a requirement under the EU’s PEACE IV Programme. The event/project itself can be part of the twenty-six hours participant contact hours.

The project is to be delivered in April 2019.



The event/project shall be delivered in County Cavan and include participants from surrounding border counties of Northern Ireland.


All costs should be outlined in euro and will include insurance costs, speaker fees, artist fees, food and beverage costs, accommodation, bus hire, venue hire, lighting, sound and any other costs considered necessary for the project. Costs should be based on 140 participants. There is a requirement to comply with public procurement rules.

The tenderer shall bear all costs incurred in the preparation and submission of the tender, including visits (if required) and any other actions that they may consider necessary for the preparation of the tender. Cavan County Council will not be responsible or liable for such costs, regardless of the outcome of the tendering process. Cavan County Council reserves the right to accept or reject any tender or to end the tendering process and reject all tenders, without incurring any liability to any tenderer.


The quote and costing should be in Euro only, please note payment will be in Euro.

It is estimated that the value of the works required under this contract will not exceed €20,000 (inclusive of VAT).


Please note that a tax clearance certificate will be required before payment can be made.


The tender shall be submitted on or before 5pm on Wednesday, 10 October 2018.
