Notice is hereby given pursuant to Section 55 of the Planning and Development Act 2000 as amended, that Cavan County Council proposes to make a deletion (Deletion No.1) from the Record of Protected Structures for County Cavan. The proposed deletion relates to CV10012 Entrance Gates to Ballyconnell House, Annagh, Ballyconnell, Co. Cavan. This deletion was not an instruction by the Minister for the Environment.

A copy of the documents relating to the proposed deletion is also available for inspection at the offices of Cavan County Council, Planning Department Farnham Centre, Farnham Street, Cavan Town and Ballyconnell Area Office, Courthouse, Ballyconnell during opening hours from 9.15am – 5pm up to and including the 1st February 2010.

The All – Ireland Fleadh Cheoil 2010 will be held in Cavan from the Monday 16 to Sunday 22 August 2010. This is likely to be biggest event ever held in Cavan, with over 200,000 people expected in the county over the week.

As part of the preparations for the Fleadh, an important public meeting will take place on Monday, 22 February at 7.30pm in the Hotel Kilmore.

The purpose of the meeting is to inform local people in relation to plans for the All-Ireland Fleadh and provide a forum for discussion and answering questions. All interested parties are welcome to attend and of course there will a few tunes to be heard on the night!

Cavan Town Council Shop Front Improvement Scheme

Eligibility
1. Commercial properties within the Urban Boundary of Cavan Town Council
2. Grants will only be offered to independent businesses. No grants are available to businesses that are part of regional, national or international chains.
3. Grants will not be offered in retrospect

Eligible Works (for certain works planning permission may be required).
Proposals under this Scheme do not have to involve a significant or expensive change. Each application will be assessed individually and on its own merits and any job that will enhance the town’s character may qualify for grant aid. Particular emphasis should be on works to enhance the visual appearance of the street scape.

Grants and Awards
1. Grants are awarded entirely at the discretion of Cavan Town Council
2. The Shop front Improvement Grant Scheme will operate on an application and appraisal basis. Funds may therefore not be available to support all proposals received.
3. Successful applicants must contribute and additional (minimum) 25% of the approved Grant
4. Applicants who receive Grant Assistance will automatically be entered in an Award Scheme for “Best Improved Shop Front”.

Heritage Publications for Schools

A number of schools from around the county attended the launch and Ms Eanna Ni Lamhna wildlife enthusiast and broadcaster launched the publications. Schools who attended the launch will receive a visit from Heather Bothwell, wildlife expert or Dr. Brendan Scott, archaeologist. These books and packs will be distributed to all schools throughout the county in the coming weeks.

The first publication entitled ‘Recording the Wildlife of Cavan’ is a colourful book containing 16 species of flora and fauna found in County Cavan. The book is aimed at all ages of people and the Heritage Office is currently encouraging schools to participate in a programme of identifying and recording species. The second entitled ‘Cavan Archaeology for Kids’ is a colourful folder pack which includes an introduction to the archaeological landscape of County Cavan with illustrations, photographs and word searches etc.

Before and After Spring Clean Competition

The primary aim of National Spring Clean is to encourage everyone to take action against litter and take pride in their local environment. This year the emphasis will be on projects designed to tackle Roadside litter and areas accessible to the public. To encourage this activity during Spring Clean Month, Cavan County Council are again running a competition open to any group who organises a clean up in their area. The competition is being run in Conjunction with National Spring Clean 2009 which takes place throughout the whole month of April.

A prize fund of €3,500 has been made available for the competition, of which a €1500 will be presented to the first prize winners.

To take part, you must:

1. Choose an area that you feel would benefit from a clean up. Common areas would be stretches of public roads, hedgerows and ditches, car parks, lakeside amenity areas, parks, etc.

2. Request an application form available from the Waste Management Section on 049 437 8406.

3. To receive your clean up kit comprising of bags, bibs and leaflets, Register with An Taisce on 01 400 2219 or email nsc@antaisce.org or register on line at www.nationalspringclean.org

4. Take photographs or video footage of the area in question before you begin your clean up.

5. Take more photographs or video footage after you have completed your clean up. Once your clean up is complete, ring Cavan County Council on 049 437 8406 to make arrangements to have the bags collected.

6. Send your photographs or video in to the Waste Management Section, along with the completed application form.

• All submissions will be judged and the best clean ups will win a prize.
• The group to win first prize will receive €1,500.
• The Closing date for all submissions is the Friday, 14 May 2010.

Cavan County Council & Cavan Town Council hereby gives notice of its intention to construct three new link roads and a new roundabout in Cavan Town, hereafter referred to as the proposed ‘Cavan Town Centre Eastern Access’, in the Townlands of Killynebber, Tullymongan Lower, and Townparks.

Link Road 1 will extend from the existing public access road L6509 between ‘Aldi’ and ‘Advance Pitstop’ on the Dublin Road (R212), will extend in a northerly alignment towards the proposed Roundabout No.1 at Killymooney Lough and is approximately 600 metres long.

Link Road 2 will intersect with the Cock Hill Road at the back of St. Clare’s National School, will extend in a southerly alignment towards the proposed Roundabout No. 1 at Killymooney Lough and is approximately 280 metres long.

Link Road 3 will intersect with the Cock Hill Road at the entrance to the St Francis’s Housing Estate, will extend in an easterly alignment towards the proposed Roundabout No.1 at Killymooney Lough and is approximately 290 metres long.

The proposed works will be constructed on a phased basis and consists of the following:

• The provision of 1170 metres of new single carriageway road.
• The provision of a Cycleway and Footway facilities along all of the proposed roads.
• The re-alignment of approximately 310m of the existing L 6624 Cock Hill Road and removal of old road.
• Removal of the old Waterworks buildings and associated tanks, pipe work, fencing etc..
• Cut and Fill earthworks operation on the area between Link Road 2, Link Road 3, St. Clare’s National School and St Francis’ Estate.
• The provision of Roundabout No.1 adjacent to the Killymooney Lough.
• The provision of a reinforced concrete culvert beneath the proposed Roundabout No. 1
• Associated civil engineering works such as piling and retaining walls.
• The provision of local accesses to existing properties.
• The installation of road drainage, including storm attenuation pond, petrol inceptors and outfalls.
• The provision of street lighting, road signage and markings and the provision for service providers.
• Other accommodation works and ancillary works.

These Regulations strengthen existing legislation that makes it an offence to burn waste and specifically prohibits:

The disposal of waste by burning including household, garden and construction anddemolition waste.
The use of any device for the purposes of burning waste e.g Metal barrels or Backyardwaste burners.
The burning of Household waste either inside or outside the property e.g. in the fireplace
or in the back garden.

Agricultural activities

The new Regulations do not apply to the burning of uncontaminated green waste generated from agriculture such as wood, trees, tree/hedge trimmings, leaves, brush or scrub, provided that the following is adhered to:

That the waste generated is kept to a minimum
That waste is reused or recycled where possible e.g composted or used as mulch
That wood waste is salvaged for use as a fuel where possible.

Where none of the above is practicable or economical, such waste can be burned subject to the following conditions:

That an ‘intent to burn’ application form available by calling 049 437 8410 is completed and returned prior to burning so that the local authority is notified in advance of any persons intention to burn such waste
That the smoke produced does not cause a nuisance to neighbours and does not impair visibility on any road.
That no other waste is burnt and no accelerant is used e.g tyres, household waste and other agri wastes.
That the burning does not cause damage to hedgerows or habitats

Failure to comply with these Regulations is an offence and carries a fine of up to €3000. Additionally, where an unauthorised fire under these Regulations results in the attendance of Cavan Fire services, the person responsible may be liable for any costs incurred.

Youth Café Funding

Funding of up to €1.5 million is available nationally for small scale fit-out, refurbishment works or building enhancement projects to existing Youth centres/facilities and for the start up of New Youth Cafés.

In order to select which entries to represent Cavan, Cavan County Development Board [CDB] is inviting relevant organisations to complete an application form. There are two strands to this funding:

Strand 1

Small-Scale Funding for Existing Youth Cafés
Between 1 to 3 applications will be submitted from Cavan CDB for Strand 1. The total value of the three applications must not exceed €10,000.

The Road Safety Authority has today Friday 30th April appealed to all road users to take extra care on the roads this May Bank Holiday, which is traditionally a high risk period on our roads.

Tragically a total of 28 people have been killed and 50 seriously injured in May Bank Holiday crashes since 2005.

Echoing the RSA’s safety appeal today, Minister Dempsey said: "As we approach a busy bank holiday weekend, I want to remind everyone that the statistics on road safety speak for themselves. Figures from the RSA show that Sunday is the most dangerous day of the week and that 49% of road deaths occurred at the weekend. We also know that the hours between 6pm and 8pm are the most treacherous. This weekend, I urge everyone, (irrespective of the length of your journey), to please take care if you are driving, walking or cycling on our roads. Listen to the advice of the RSA and the Gardaí and obey warning road signs. Please remember, to slow down, always wear a seatbelt and never ever drink and drive.

In addition to its general appeal to all road users to take care on the roads, the RSA is urging all drivers and their passengers to ensure they are wearing seatbelts on every journey, no matter how short. Research shows that over 1 in 5 rear seat passengers still do not belt up on a journey, placing not only themselves both other car occupants at risk in the event of a crash.

“Seat belts are proven lifesavers” said Mr. Noel Brett, CEO Road Safety authority, “and without one 3 out of 4 people will be killed or seriously injured in a 50 km/h head-on crash.”

“Belting up is also the law and drivers have a specific responsibility to ensure passengers (occupying either front or rear seats) who are aged under 17 to use a seat belt or, an appropriate child restraint.”

To support its seatbelt message the RSA will re-broadcast its hard hitting seatbelt advert entitled ‘Damage’ which was one of the most recalled and effective road safety adverts every shown in Ireland.

Mr. Brett added that “Many people will be familiar with the storyline in the advert ‘Damage’. It features a collision in which are young man is sitting in the back seat of a car without his seatbelt. The resulting impact of the collision is played in slow motion and depicts the young man being thrown around the inside of the vehicle and hitting the other occupants. In the final scene we hear from a paramedic who declares that ‘the guy in the back seat without the seatbelt did the damage.”

He concluded that, “‘Damage’ is still a very powerful advert and we felt there was real value in airing it again on television screens over the May Bank Holiday Weekend. We want to remind everyone of the important message that’s contained in the advert but to also introduce it to a new audience who have never seen the ad before. That message is simple not using a seatbelt places yourself and others at risk – ‘No Seatbelt, No Excuse’.

Cavan County Council Road Works Scheme 2010 contains various works on Regional and Local Roads throughout the county. In the interest of safety of road users Cavan County Council are imposing a Temporary Speed Limit of 50 km/h at the locations where these works are taking place.

Notice is hereby given that Cavan County Council in exercise of its powers under Section 10 of the Road Traffic Act 2004 and in the interest of Public Safety, has made an order entitled Road Works Speed Limit (2010 Road Works Scheme (Regional and Local Roads)) Order 2010 as outlined in the Schedule below.

This Road Works Speed Limit will be in effect from Thursday 6th May 2010 to Friday, 31 December 2010. This will apply for the duration of the works at each site. Road users are advised to please comply with all speed limit signs that will be in place at each location whilst the works are being implemented.

Ballyconnell Cemetries Heritage Project

Cemeteries contain a wealth of fascinating and often unusual gravestones and architecture which are an important link to social history. Whilst it may seem strange to want to spend your time in the local graveyard this is exactly what residents from Ballyconnell are being asked to do in an attempt to examine the local heritage of their area.

The Ballyconnell Cemetaries Heritage Project is being run as part of Cavan County Council Peace III Network Project which is funded under the European Peace III Programme, The Project will explore the graveyards of the churches of all denominations in Ballyconnell/Kildallan area.

The Project will be led by Dr Brendan Scott, local historian, and its first session is scheduled to run Wednesday, 12 May 7.00pm at the Tom Regan Parish Hall in Ballyconnell. Subsequent sessions will involve participants being out and about in the local graveyards and working in small groups seeking out gravestones and tombs of interest which will highlight some aspect of the local history of the area.

The course is open to all and no previous knowledge of the history of the local area is required.

This painting is one of a pair commissioned by Cavan County Council to mark the opening of Johnston Central Library in 2006. The other is based on ‘A Voyage to Brobdingnag’. P.J. Lynch is an artist and children’s book illustrator and he previously illustrated four sets of Christmas stamps for An Post. His stamps have been acclaimed for ‘their level of detail , mood and emotion which gives them a vivid life of their own’

The ‘Gulliver’s Travels panels hang in the children’s section of Johnston Central Library and can be viewed for free. While in the library take the opportunity to read the newspaper , browse the internet, borrow a book or d.v.d. These are also free.

Cavan County Council wins Overall 02 Ability Award for Public Sector

The O2 Ability Awards recognise organisations and business leaders that think and act differently about people with disabilities; seeing an employee’s strengths and abilities over any disability and recognising the economic potential of making their products and services available to all customers. Thirty-eight organisations were shortlisted as Ability Companies for this year’s Awards.

On Cavan County Council, the judges said: “the County Council embraces disability and demonstrates it can put disability policies into action, delivering real and tangible business benefits both internally and externally. Leadership is evident from top management right throughout the county council. They take an organisational wide approach to disability.”

Caroline Casey, Kanchi founder and creator of the O2 Ability Awards said: “One of the advantages of being an Ability Company is standing out from the competition, attracting new customers and being able to enhance employee and customer loyalty. Our Ability Companies are examples of excellence that other businesses can learn from.”

Commenting on our win Cavan County Manager, Jack Keyes stated: “This prestigious award is a massive achievement and is coming at a great time for our County. Castlesaunderson project progress

Tenders were sought in 2009 for the project and shortlisting of contractors took place. The Council is currently in the process of appointing the successful tenderer.

Definitions

Poverty: People are living in poverty if they lack the income and other resources needed to have an acceptable standard of living. Resources can include things like information, educational levels, and material resources)

Social Exclusion: Social exclusion is what happens when people are excluded from the social, cultural or economic life of their community. People who are socially excluded are pushed to the edge of society and unable to participate fully in aspects of society that are considered normal for most people. This can mean being excluded from employment, education, social networks, decision making, or excluded by physical barriers such as inaccessible buildings.

Arvagh Watermain Network Rehabilitation Contract

The works will include the replacement of approximately 5000m of existing watermain and the installation of over 330 consumer meter boxes. This will also remove all the existing lead connections from the public network.

The contractor will use the technique of directional drilling/pipe bursting which should reduce the disruption to the town during the works as the need for long sections of open trenches will be minimised.

On completion of the works it is envisaged that the level of wastage/leakage on the public network will be greatly reduced and the quality of supply to the higher areas will be greatly increased. This will also have a positive effect on the sustainability of our water resources by extracting less and prolonging the life of the water treatment plant.

Don't leave road safety in the airport

The Road Safety Authority (RSA) is urging people who are considering travelling abroad over the coming months not to leave road safety in the airport. This comes as figures obtained from the Department of Foreign Affairs indicate that up to 240 Irish citizens died while abroad in 2009, an increase of 20% on 2008 figures. A number of these were as a result of road collisions. Further research indicates that 12 Irish people alone have been killed in road crashes in Australia since 2007.

The Economic and Social Research Institute (ESRI) predicts that up to 100,000 people will emigrate from Ireland in 2010 and 2011. Last year, the number of Irish people who got a one-year working-holiday visa to Australia rose by a third to 22,788. Many third-level students across Ireland are also planning to travel abroad for the summer months. The RSA is reminding anyone who is planning to visit or emigrate to another country that road safety should remain a priority, regardless of what country they are in.

Ms Audrey Duncan, mother of Kiara Duncan who was tragically killed in a car crash in Perth, Australia in November 2007, told of her how life changed in a split second: “Kiara had just finished college and had headed off to Australia with her best friend. She was loving it there. On 31st October, I received the phonecall that changed my life. My Kiara had been involved in a car crash and was on life support. She had been in Australia for just six months. In a split second, my life changed.”

“Kiara died on 3rd November, this bubbly girl who had time for everybody, my beautiful daughter who everyone remembered when they met her. When Kiara’s life ended, most of my life did too. It’s the nightmare you never wake up from and I hope that no other family has to go through what I go through, every minute of every day. Road crashes don’t just happen here in Ireland, they can happen anywhere and to anyone. Just because your mam and dad aren’t with you, doesn’t mean you should stop thinking about road safety.”

The RSA is asking anyone who is planning to travel over the coming months to be aware of the risks associated with driving in an unfamiliar country and familiarise themselves with the law in other countries. Mr Noel Brett, Chief Executive, RSA said: “Our message to anyone who may be travelling abroad, either for a short holiday or a longer trip, is to be safe on the roads wherever you are. It’s an exciting time, embarking on a trip with your friends or family so please don’t let tragedy come in the way of your adventure. Don’t take advantage of the law just because you’re abroad. Road deaths happen everywhere but they can be prevented with the right behaviour.”

Ms Ann Campbell, whose son Iain died in a car crash in South Africa in 1996, urged young people who are considering travelling to think of the consequences of their actions: “Iain was my youngest son and he had everything going for him. At 2am on a Saturday morning 14 years ago, Iain and his friend were coming home from a nightclub. They came over a hill and collided with an articulated truck. Iain was just 19 years of age when he died.”

“People ask me how I cope – I don’t think I do. It’s hard to know what’s normal anymore. After Iain died, I would see parents and their children in the park and I’d think, they don’t realise how lucky they are to be a whole family. So please, if you are going travelling this year, think of me and my son Iain. Remember your friends and family back home – they don’t want to get the same call that I did. You can still have fun while you are travelling but don’t leave road safety at the airport.”

The RSA is advising anyone who is considering travelling abroad as a driver, motorcyclist, cyclist or pedestrian, to familiarise themselves with the rules of the road of the country they are visiting. Mr Noel Brett, RSA advises: “Don’t get into the car after a long flight. You will be tired and jet-lagged and the risk of falling asleep at the wheel is significantly increased. Be aware of the laws concerning seatbelt wearing and speeding and remember that although a level of alcohol while driving may be permitted in other countries, our advice is to never ever drink and drive. This is even more important when you are driving in an unfamiliar country where the penalties for not adhering to the law could be very serious.”

The RSA has the following advice for anyone planning to drive in another country:

Familiarise yourself with the rules of the road of the country you will be visiting;
Don’t drive after a long flight when the risk of falling asleep at the wheel will be significantly higher;
Make sure your driving licence is valid for the country you are visiting. Some countries may require an international driving licence;
Know the law of the country you will be visiting as the penalties for road traffic offences could be more serious;
Don’t carry more passengers than the vehicle allows;
If you buy a vehicle while abroad, make sure you know the history of the vehicle, ensure it has the equivalent to the Irish NCT, has seatbelts fitted for every passenger and ensure that every passenger wears them;
Never ever drink and drive, regardless of the law.

World Cup Road Safety

While Ireland may not have qualified for the 2010 World Cup in South Africa, the event is still set to draw huge numbers to their TV screens until the Finals are held on 11th July in Johannesburg.

With this in mind the Road Safety Authority (RSA) is today Friday 11th June 2010, urging all world cup fans to take extra care on our roads and to be particularly aware of the dangers of driving having consumed alcohol.

“We want everyone to enjoy the World Cup but we hope that people will do this with an eye on their own safety, and that of others with whom they share the road.” Said Mr. Noel Brett, CEO, Road Safety Authority.

He added that “Many people will settle down to watch the games, with a few drinks in the comfort of their own homes or in their local pub. With the long summer evenings and football on TV, more people will be out socialising and may not realise how much alcohol they have consumed. We want to make sure that everyone enjoys themselves but stays safe."

Specifically, people out watching the World Cup in pubs and clubs are being advised to think about how they plan to get home safely, especially if they have been drinking: Mr. Brett advises “The common sense thing to do is to leave the car keys at home, get a taxi, hackney, public transport or designate a sober driver, before you head out.

For those watching the games at home you need to understand the strength of the alcohol you are drinking and beware of measure size.

Remember too that if you have been drinking the night before you may be over the limit the following morning.”

“I would urge people to visit www.drinkaware.ie for more practical tips on how alcohol affects the body and on how to get home safely.

Most importantly enjoy the games and make sure that you are not the one who causes devastation in your family, your community or someone else’s family through selfish actions on the road.” He concluded.

Notice of Intention to Make Bye Law

Notice is hereby given that Cavan County Council propose to make a bye law in exercise of the powers conferred on it by Section 199 of the Local Government Act 2001 for the purpose of regulating and controlling the consumption of intoxicating liquor in public places.

The bye law shall apply to an area comprising Virginia Town and Environs as designated in map attaching to the proposed bye law.

The bye law makes provision for the imposition of a fixed payment of €50.00 to persons contravening the bye law as an alternative to prosecution.

A copy of the proposed bye law will be available for public inspection at the offices of Cavan County Council, Johnston Central Library, Farnham Street, Cavan and Local Area Office, Courthouse, Virginia, during the period Thursday, 24 June 2010 to Tuesday, 17 August 2010 during the hours 9.15am to 1.00pm and 2.00pm to 5.00pm. Higher Education Grant Scheme 2010

Grants are assessed based on the income for the period 1 January - 31 December 2009 (tax year 2009)

A full maintenance grant of €3,250 will be awarded based on a maximum income not exceeding €41,110 with reduced grant level available to those on incomes not exceeding €51,380.

In addition individual circumstances are also taken into account where families are in receipt of certain social welfare payments and a special rate of maintenance grant may be available for those on incomes not greater than €22,703.

The Survey and Mapping of Habitats in Cavan

What is the survey about? This survey is to study the broad diversity of habitats within the County with detailed habitat mapping for zoned lands in Cavan Town and Environs, Virginia, Ballyconnell, Bailieborough, Ballyjamesduff and Crossdoney.

This study aims to gather more information about the habitats of Cavan using standardised methodology produced by the Heritage Council. The field survey work will be carried out throughout July and the project is due for completion at the early September.

To accurately assess the lands it may be necessary to access some of the fields in the area to note the habitat and plants present.

Who is carrying out the survey? RPS in Galway has recently been commissioned by Cavan County Council in association with the Heritage Council to undertake the survey and mapping of habitats in Cavan. RPS have a broad range of expertise in habitat mapping and are sensitive to all issues in accessing the land, i.e. closing gates, not approaching any farm animals.

What will be the outcomes? This project will provide an inventory of the wealth of habitats to be found in Cavan which will be helpful for future planning and for individuals in REPS and Teagasc schemes, providing baseline information on habitats that can be included in management plans.

A report on the project will be made available if requested. We ask people to register an interest in the study, and on completion of the study a final presentation will be made where interested parties will be invited and may view the results.

Farm Plastic Regulations

The Regulations require importers, manufacturers and suppliers (merchants and contractors) to either:

directly collect silage plastics from their customers, and register with the Local Authority or
become members of Irish Farm Films Producers Group (IFFPG), or purchase silage plastics from IFFPG members.

Farmers must only purchase Farm Plastic from persons complying with the above requirements.

The enforcement of the Farm Plastic Regulations is the responsibility of local authorities. Producers or suppliers of silage plastic that fail to comply with the regulations are liable to face prosecution and fines of up to €3,000.

Cavan County Council would like to remind drivers of the danger of Driver Fatigue.

Driver Fatigue: The Facts

Up to 20% of fatal crashes may be linked to driver fatigue
The critical points at which driver fatigue related collisions happen are between 2am to 6am and mid afternoon between 2pm to 4pm when our ‘circadian rhythm’ or body clock is at its lowest point.
Males aged 18 to 30 are in the high risk category. They tend to be over confident about their driving ability and believe they can handle the situation.
Women are less likely to be involved in sleep related crashes.
If a driver persists in fighting sleep while driving the impairment level is the same as driving while over the drink drive limit.
Eventually a driver will drift in and out of consciousness and experience ‘micro sleeps’ which can last for up to 10 seconds.
Drivers can experience such a micro sleep with their eyes wide open

If a driver has a ‘micro sleep’ for just four seconds while travelling at a speed of 100 km/h the car will have travelled 111 metres without a driver in control.

What to do if you are a tired driver:

Never drive if you're fighting sleep.
Stop and take a nap for 15 minutes.
To really make the most of your break take a Caffeine drink before the nap (150mg of Caffeine eg 2 cups of coffee).
After the nap, get some fresh air and stretch your legs.
When on holiday drivers have a tendency to relax their guard but be extra alert if driving on unfamiliar roads around your holiday destination.

However in cases of extreme tiredness brought on by sleep deprivation the only cure for a lack of sleep is sleep. Plan your journey in advance and set off as early as possible to avoid heavy traffic and allow time for 15 minutes breaks.

Waste Burning Regulations 2009

• The disposal of waste by burning including household, garden and construction and demolition waste.

• The use of any device for the purposes of burning waste e.g Metal barrels or Backyard waste burners.

• The burning of Household waste either inside or outside the property eg in the fireplace or in the back garden.

Agricultural activities

• That the waste generated is kept to a minimum
• That waste is reused or recycled where possible e.g composted or used as mulch
• That wood waste is salvaged for use as a fuel where possible.

Where none of the above is practicable or economical, such waste can be burned subject to the following conditions:

• That an ‘intent to burn’ application form (available by calling 049 437 8410) is completed and returned prior to burning so that the local authority is notified in advance of any persons intention to burn such waste

• That the smoke produced does not cause a nuisance to neighbours and does not impair visibility on any road.

• That no other waste is burnt and no accelerant is used eg tyres, household waste and other agri wastes.

• That the burning does not cause damage to hedgerows or habitats

Failure to comply with these Regulations is an offence and carries a fine of up to €3000.

Positive Relations through Small Grants

Funding of €2,880,000 was made available for County Cavan under Priority 1.1 of the EU Peace III Programme managed by the Special EU Programme Body (SEUPB). Following a consultation process, a detailed action plan was submitted to the Special EU Programme Body.

The plan outlines the actions that will be undertaken in the County to reinforce progress towards a peaceful and stable society and promote reconciliation in Northern Ireland and the Border Region.

A Peace and Reconciliation Partnership has been developed to oversee the development and implementation of the plan. The administration of the funding will be undertaken by the Peace III staff in the Department of Community and Enterprise in Cavan County Council.

An exciting aspect of the plan is the Small Grants Scheme which provides groups throughout the county with an opportunity to engage in peace and reconciliation work at a local and cross border level. All groups applying must be in a position to spend any monies awarded by Thursday, 31 March 2011.

There are a range of actions that can be funded through the Small Grants Scheme. These include programmes and activities, which address racism and sectarianism at local level.

Launch of the Electric Vehicle and On Street Charge Point

It is the aim of Cavan County Council and the Fleadh Executive Committee that the Fleadh is carried out in an environmentally sustainable manner. As part of its environmental plans, the council will launch the newest addition to our fleet of vehicles, the Electric Vehicle.

According to Councillor Dessie Boylan, Cathaoirleach Cavan County Council “The provision of the Electric Vehicle as part of our fleet will improve our ability to carry out our functions and provide our many services with an environmentally conscious approach. The provision of the on street charging point, at the front of the Courthouse in Cavan Town, clearly proves our commitments to working towards environmental sustainability”.

The Official Launch of the Electric Vehicle and on street charge point will take place on Thursday, 19 August 2010 at 5.30pm in the Events Space, Johnston Central Library in Cavan Town.

Following the Official Launch of the Electric Vehicle on Thursday, 19 August, members of the public can not only view the on street charging point at the front of the Courthouse but they can sit back and relax, as they travel around Cavan Town in one of the Electric Vehicles which will be on display. You too can experience the electric journey, during the Fleadh 2010 on Friday, 20 August 2010.

Road Safety - Back to School

Going to school safely
It’s that time of year again when schools reopen after the summer break. Please take time to teach your children about road safety when travelling to and from school.

Walking to school
1. Stop Look and Listen.
2. Don’t try to cross the road between parked cars.
3. Never cross at a bend.
4. If there is a footpath, use it. If not, walk on the right hand side of the road, facing on-coming traffic keeping as close as possible to the side of the road.
5. Walk in single file if the road is narrow or there is heavy traffic.

Cycling to school
1. Make sure that other people on the road can easily see you. Wear a reflective belt and bright clothes. It is important to wear suitable clothing when cycling. Make sure that your shoelaces are tied correctly before you begin cycling.
2. Helmets should be worn correctly at all times with the chinstrap buckled.
3. A bicycle must have a red reflector. At night you need a red rear lamp and a white or yellow front lamp. Reflective armbands and belts are a must.
4. You should ride in single file to avoid overcrowding the road. You should not try stunt riding or giving passenger lifts.

Taking the bus to school
1. Take care as the bus comes to close to the stop - stand well in on the footpath or grass verge.
2. Wait for the bus to come to a complete halt before going toward the door.
3. Do not distract the driver.
4. Don’t push when you are getting off the bus.
5. While waiting for the bus to pull away, stand well in on the footpath or verge.
6. Don’t walk in front of or behind the bus - wait for it to move.

Going to school by car
1. Always wear your seatbelt - Front and back.

Back Stage Pass Opportunity

The purpose of the Joint Policing Committee is to provide a forum where a Local Authority and senior Garda Officers responsible for policing in that area, with the participation of Oireachtas members and community interests, can consult, discuss and make recommendations on matters affecting policing within their jurisdiction.

The inaugural meeting of Belturbet Town Council Joint Policing Committee will take place on Thursday, 16 September 2010 in the Railway Station, Belturbet at 7.00pm. Members of the public are invited to attend to observe the work of the Committee.

It is important to note that this is not a public meeting in that those attending will not be entitled to participate. However it is open to a Joint Policing Committee to convene public meetings on matters of public interest. Such meetings would be publicised well in advance.

Cavan County Council, in exercise of the powers conferred on it by the Air Pollution Act, 1987, has by Order dated Wednesday,18 August 2010 decided to grant a Licence to Felix Gormley to operate an industrial plant, viz. a sloping heath furnace facility located at Legaland, Crossdoney, Co. Cavan subject to conditions.

Pursuant to Article 19 of the Air Pollution Act, 1987, (Licensing of Industrial Plant), Regulations, 1988, an appeal in relation to this licence may be made to An Bord Pleanála, 64, Marlborough Street, Dublin 1, within one month of the date of the decision to grant the licence. Any appeal made to An Bord Pleanála will be invalid unless a fee of €60.00 is received by the Board within the statutory appeal period. Submissions or observations made to the Board by or on behalf of a person (other than the applicant) as regards an appeal made by another person must be accompanied by a fee of €10.00.

As per Article 20, an appeal shall be made in writing, stating the subject matter of the appeal, and stating the grounds of appeal.

A new course is starting on Thursday, 30 September at the Marble Arch Caves Visitor Centre discovering the various past environments that Ireland and Britain, with particular reference to Cavan and Fermanagh, have witnessed through geological time.

From the icy landscapes that are evident all around Lough Oughter, remnants of vast oceans from Bruse Hill, ancient tropical rainforests near Blacklion, and hints of gold in the hills of Slieve Glah, why not come along and let the landscapes of Cavan and Fermanagh surprise you!

The course will last for 5 weeks and will take place every Thursday evening from 6.30pm to 8.30pm. There will also be 3 half day Saturday fieldtrips to various sites throughout the Marble Arch Caves Global Geopark in Cavan and Fermanagh.

Owners and occupiers of lands along public roads are obliged to ensure that roadside hedges and trees do not present a hazard or obstruction to road users.
Cavan County Council will under section 70 of the Roads Act 1993 serve a Hedge Cutting Notice on those who do not carry out this obligation.
Cavan County Council will prosecute those who fail to comply with these notices.
Under Section 40 of the Wildlife Act 1976, incorporating Section 46 of the Wildlife (Amendment) Act 2000, the times for hedge and verge cutting are set out.
All landowners and occupiers are reminded that hedge cutting and trimming should be carried out as early as possible on hedges adjacent to public roads.

Where trees are to be cut, they shall normally be cut to a height not exceeding four feet over road level.

Driving in Wet Conditions

Drivers
• It takes longer to stop a vehicle on wet roads so slow down and allow extra distance between you and the vehicle in front.
• Take special care when driving behind goods vehicles as they generate a considerable amount of spray which reduces your visibility.
• Allow extra space between you and vulnerable road users such as cyclists and motorcyclists.
• Drive with dipped headlights at all times.
• Be aware of the danger of aquaplaning especially on roads with 100kmh and 120kmh speed limits.
• Check tyres to ensure minimum thread depth of 1.6mm and correct pressure.
• After going through water, drive slowly with your foot on the brake pedal for a short distance; this helps to dry the brakes.
• Monitor radio weather broadcasts while travelling.

Pedestrians and Cyclists
• Be seen. Wear bright clothing with reflective armbands or a reflective belt.
• Walk on a footpath, not in the street. Walk on the right hand side of the road, facing traffic, if there are no footpaths.

Flooded Roads
• Sometimes roads can be closed due to their fragile state after wet weather or because they are blocked by flooding. Road users should always follow recommended routes and obey signs closing roads to traffic.
• Watch out for washed out roads, earth slides, broken water or sewer mains, loose or downed electrical wires and fallen or falling objects.
• Be aware where rivers or streams may suddenly rise and flood, for example highway dips, bridges and low areas.
• If the road ahead is flooded choose another route, do not attempt to drive over it. Flooded roads that appear shallow could be deeper than you think. It is easy to underestimate the power of fast moving water.
• If you are inside a vehicle and water is rising rapidly around you, abandon the vehicle immediately.
• If you have to leave your vehicle, be wary of strong currents and debris.

RSA Reminds Parents and Students to be ‘Streetwise’ Tonight

As 57,000 students prepare to receive their Junior Cert results today, Wednesday 15th September, the Road Safety Authority (RSA) is reminding parents and guardians to talk to their sons and daughters about celebrating safely. This advice comes as RSA research reveals that young adults between the age of 14 and 16 are 3 times more likely to be killed or seriously injured in a collision than those under 14 years.

Mr Brett reminded parents to talk to their son or daughter before they go out for the night, and make sure they know where they are going, who they are going with and how they intend to get home.

“As a parent, the worst news you could hear is that something has happened to your child,” said Mr Brett. “And unfortunately, the reality is that young people aged 14 and 16 are at 3 times higher risk of being involved in a collision. So we would ask all parents and guardians to make sure you talk to your son and daughter about being safe on the roads tonight. Peer pressure is something that all young people experience, so it’s important to let them know that they should never do something that makes them feel unsafe, like getting into a car with an unlicensed driver, travelling in an overcrowded vehicle or with someone who drives dangerously.”

“Make sure that you know where they are going tonight, who they will be with and how they plan to get home. As parents, it is our responsibility to make sure our children are safe at all times.”

With a message for students, Mr Brett said: ‘Congratulations to each and every one of the 57,000 students who will receive their Junior Cert results today. You have worked hard and now is a time to celebrate your achievements. All we would ask of you tonight is to stay safe on the roads and celebrate responsibly. If you are walking or cycling, make sure you wear high visibility clothing and your bike has working lights. Be careful when accepting a lift from other people and if at any time you feel unsafe because the driver is driving dangerously, tell them immediately.”

The RSA is also advising teachers to support parents in their message to teenagers by using a part of today’s lessons to remind them of the dangers of unsafe behaviour on the roads.

“The RSA’s resources for schools, such as ‘Streetwise’, provide practical information on how to stay safe on the roads at all times. Tonight is no different, so remind students to put into practice the lessons they have learned in the classroom,” said Mr Brett.

New Film Season at the Ramor Theatre

Next weeks film for Tuesday, 28 September is His and Her and has already sparked a great interest. Winner of a number of prizes, including Sundance and the Jameson Dublin International Film Festival, this film is a delight, composed of conversations with about 70 women, all from the Irish midlands, who tell stories about the men in their lives. Beginning with a baby and ending with an elderly women, the women begin by discussing dads and go on to boyfriends, husbands and sons. As the film progresses, the various unseen men appear to coalesce into a portrait of one decent, slightly useless but hopelessly lovable individual. He makes a nice curry, but he doesn’t do such a good job with the washing up. When he was a child he had ambitions to move into law enforcement, but his mother never quite bought it. “A guard? A bank robber, more like,” she laughs. Beautifully cinematic and the most lauded Irish film since Hunger.

All films are on Tuesday nights at 8pm and tickets cost €6 (which includes membership). Tea and coffee are served in the bar before the film, giving members the opportunity to socialise together.

Use of Mobile Phone While Driving

An observational study of hand-held mobile phone use by drivers, which was conducted by the Road Safety Authority (RSA), has revealed that as many as 1 in every 20 drivers are using their hand-held mobile phone while driving.

The results, published today 23rd September 2010, also found a marked variation by area in the number of drivers using a hand-held mobile phone while driving with both Cork City and Maynooth, Co. Kildare and its surrounds showing greater levels of mobile phone use than other areas surveyed.

Over 1 in 10 drivers (12%) in Cork were observed using a hand-held mobile phone while driving, representing the highest level of mobile phone use among all drivers, and twice the national average.

Following publication of the report, Mr Noel Brett, Chief Executive of the Road Safety Authority, appealed to drivers to be aware of the risks associated with using a mobile phone while driving: “The results of this study are extremely worrying, particularly when we know that you are 4 times more likely to crash if you use a hand held mobile phone while driving. We also know that the results understate the true extent of the problem as the study did not capture those texting while driving or those using a hands-free kit. In fact, research tells us that using a hands-free mobile phone is no safer than using a hand-held mobile phone while driving.*

“While you might think you can drive safely while using your mobile phone, this is simply not the case. By continuing to use your mobile phone while driving, you are risking your life, the lives of your passengers and the lives of others. And no phonecall is worth that risk. Our advice is simple - switch off before you drive off,” said Mr Brett.

Other significant observations included:

Over 1 in 10 drivers (12%) observed in Cork were using a hand-held mobile phone while driving, representing the highest level of non-compliance among all drivers in all locations surveyed, and twice the national average;
9% of drivers observed in Maynooth and its surrounds were observed driving while holding a mobile phone;
In two separate sites in Maynooth and Cork, almost 1 in 5 (16%) drivers were observed using their hand-held mobile phone while driving;
The rate of mobile phone use recorded in Limerick was 7%;
Both Galway and Dublin recorded a 4% hand held mobile phone use;
The lowest levels of using a mobile phone while driving were observed among drivers in Drogheda and Dundalk at 3% and Athlone with just 2% non-compliance observed.

Mobile phone use while driving became a penalty point offence in September 2006. Since then, a total of 93,525 offences have been recorded up to 31st August 2010. It is now the second highest penalty point offence in Ireland after speeding. This represents an increase of almost 16,000 in just 12 months since 31st August 2009.

Assistant Commissioner, John Twomey, Garda National Traffic Bureau, An Garda Síochána emphasised the importance of driver compliance at all times with road traffic legislation on mobile phones: “Simply put, it is unsafe and illegal to use a hand-held mobile phone while driving. An Garda Síochána is committed to reducing the numbers of people risking their safety and the safety of others by committing this road traffic offence. If caught, a driver must pay a fixed charge notice of €60 and will incur two penalty points. If a driver does not pay the fixed charge and is convicted in court, four penalty points and a fine of up to €2,000 will be applied.”

The RSA study, conducted in 2009 at 45 locations in seven counties across Ireland, recorded whether a driver was observed using a hand held mobile phone while driving. Of 33,949 drivers observed, 1,964 were using a hand-held mobile phone while driving, representing over 1 in 20 drivers (6%).

To remind drivers of the dangers of driving while using a mobile phone, the RSA will be targeting drivers at the ‘point of danger’ i.e. while driving in their vehicles by airing its 30 second radio ad ‘Switch Off, Before You Drive Off’. The campaign runs on national and local radio. In addition, an information leaflet called ‘Mobile Phones and Driving’ can be downloaded from the RSA website. The RSA has the following advice for drivers:

1. Switch off before you drive off. Turn off your mobile phone or put it on the ‘silent’ or ‘meeting’ option setting before starting your journey;

2. Use the voicemail on your mobile phone so people can leave messages for you while you’re travelling;

3. Stop regularly on your journey so you can check for messages and return any calls;

4. Make sure the place you stop is a legal and safe place to park. It is illegal to stop on a motorway unless it is an emergency;

5. If you call someone on their mobile phone while they are driving, be aware that they should be concentrating on their driving and not on your conversation. Tell them you willcall them back or wait until they pull their car over.

Cavan Social Inclusion Week will be launched at a seminar on Monday 18 October from 10 am to 12 pm in the Council Chamber, Courthouse, Cavan.

A range of activities will take place during the week including sports inclusion events, a poster campaign, exhibitions, drama, coffee morning, film screening, meetings, schools essay competition, Estate Awards night for local authority tenants, a Community Radio broadcast on poverty, a community safety initiative, an intercultural dance workshop, and local history work.

Geopark Gourmet Tour

The tour will include a visit to the Magho Viewpoint in Lough Navar Forest, arguably one of the finest viewpoints in Ireland as well as a guided tour of the Burren Forest, one of the most impressive and concentrated archaeological sites in Ireland. Other sites to be visited include Whitefathers Cave, Tullydermot Falls, Belmore Forest and Boho Churches all of which contribute to the rich heritage of the Geopark in Cavan and Fermanagh.

Pedestrians

wear bright reflective clothing. Pedestrians are strongly advised to wear bright reflective clothing for their own safety

if walking on country roads at night carry a torch to see better and be seen clearly.

Cyclists

always wear a helmet. Research suggests that wearing a helmet reduces the risk of head injury by up to 60 per cent
always wear brightly coloured clothing. It is harder for motorists to see you if you are dressed in dark or dull colours
don’t wear headphones. You need to hear what’s going on around you
obey the road rules. Don’t ride on the wrong side of the road or coast through red lights, for example

Prevention of Water Pollution from Agricultural Activities

The prevention of water pollution is paramount. Farming activities have been recognised as one of the areas identified as having an impact on water quality. Phosphorus (P) in particular, becomes a source of concern when it enters surface waters. Excess nitrogen (N) can also adversely affect groundwater sources.

Most organic fertiliser (livestock manure, dungstead manure, farmyard manure, slurry and soiled water) are land spread so that the nutrients, such as Phosphorus and Nitrogen, contained are recycled to the land to assist the growth of the next crop cycle.

In County Cavan, chemical and organic fertilisers and farmyard manure are prohibited from being land spread during certain times of the year.

Chemical Fertilisers 15 September 2010 to 31 January 2011
Oranic fertilisers 15 October 2010 to 31 January 2011

Farmyard manure 1 November 2010 to 31 January 2011

These fertilisers and farmyard manures must not be applied to land if the land is waterlogged, snow covered or frozen.

Sports Club Grant Scheme

This is the third year of the small grant scheme which, to date sports clubs throughout Cavan have been awarded over €16,000 to deliver various sporting initiatives.

County Manager Mr Jack Keyes officially launched the week of events to highlight poverty and social exclusion. Presentations were then made Mr Mark Byrne, Communications Officer with the European Anti Poverty Network, who spoke about national poverty trends; Dr Vincent Russell of Cavan General Hospital who described the links between mental health and social exclusion; and Dr Emer Coveney of the Social Inclusion Unit who gave an overview of the development of the Cavan Anti Poverty Strategy. Presentations by:

Cavan’s Social Inclusion Week takes place from 18-23 October 2010. Many different activities have been organised including talks, information mornings, exhibitions, arts and drama events, training sessions, sports inclusion work, intercultural activities and a poster campaign. The week is co-ordinated by the Social Inclusion Unit in Cavan County Council and its success is due to the many organisations that are taking part in running events, both community and voluntary organisations, and partners in the public sector.

The launch event also featured the following displays and information:

Good Relations and Peace Work in Co Cavan;
Cavan Lesbian, Gay, Bisexual and Transgender Community;
Disability Access Improvements in Co Cavan;
Cavan Drug Awareness;
Posters from a schools art competition; and
A poster campaign highlighting social exclusion issues such as illiteracy and rural isolation. This is a joint campaign with Cavan and Monaghan County Councils and the Health Service Executive.

Don't turn Halloween into a Nightmare

• Make sure your child's mask does not obstruct their view.
• Choose brightly coloured costumes or add reflective tape.
• Instruct children to stay on footpaths, but if they must cross to look both ways before walking across the road.
• Although you can hear a car coming and see its lights, the driver may not see you (and certainly won’t hear you).

Drivers, if you must get behind the wheel there are several Halloween driving "tricks" to keep everyone safe:
• Stay well below the speed limit and give yourself extra time to get to your destination.
• Driving must be your main focus as a little ghost or goblin could pop out from anywhere at any moment
• Pay extra attention to what is going on around you. Watch for children darting across the road or in between parked cars.
• When pulling in or out of driveways stay alert of your surroundings.
• Expect the unexpected - fireworks, etc.
• NEVER drink and drive.

Cootehill Public Water Supply

October Bank Holiday Road Safety Appeal Issued

The Road Safety Authority (RSA) is directing its October Bank Holiday road safety message at young adults, particularly passengers, as road collision figures indicate that those aged between 16 and 25 have accounted for almost 3 out of every 5 passenger deaths (59%) on our roads in 2010.

Commenting on the high number of recent incidents involving passengers aged 16 to 25 Mr Noel Brett, Chief Executive, Road Safety Authority had this special bank holiday message “If out socialising over the weekend, have fun but please don’t become a headline in the news because you made bad choices. If you intend to take a lift from a friend, be sure you trust his or her driving. Ask yourself, is the car overcrowded? Has the driver been drinking or taking drugs? If you have any doubts, don’t be afraid to speak out and do not put your life in someone else’s hands.”

Mr. Brett also pleaded with parents to become more assertive in supervising their young drivers, “be satisfied that the car they are driving is roadworthy and spend time supervising their learning to drive. Look out for the signs of high risk behaviour. For example, do they return home with a damaged vehicle? Do they wear out tyres too quickly and regularly? Do they drive unaccompanied or with groups of their peers? If your teenager is travelling as a passenger, satisfy yourself that the driver is fully qualified and responsible.

An uncomfortable conversation with your son or daughter today may well prevent years of guilt, trauma and heartbreak”

Minister for Transport, Mr. Noel Dempsey, T.D. also had a message for road users, “Although the number of road deaths to date in 2010 is down on the same period last year, frankly there’s nothing to cheer about because we continue to pay an unacceptable toll on our roads. 173 lives have been lost in communities around the country and over 1,000 people have been seriously injured. In the last seven days alone eight people have been killed in road crashes.”

Echoing the advice of the Road Safety Authority the Minister said, “Every time we use the roads we make decisions that have consequences not only for us but for others. Make the right decisions by, slowing down, and wearing seatbelts, designating a driver or using alternative transport. If out walking or cycling wear high-visibility jackets or armbands. If we are not prepared to make the right choices others will be forced to make them for us. For example the Gardai will have no option but to enforce our life saving road safety laws or the emergency services that will be forced to make life saving decisions.”

Assistant Commissioner, John Twomey, Traffic, on behalf of An Garda Síochána, is appealing to young male drivers to “Slow down and take safety seriously” this October Bank Holiday weekend.

He added: “Young people should think twice before getting into a car with a driver who takes chances. The statistics show that in the event of a serious collision there is a greater chance that the passengers are at greater risk of death or serious injury.”

Bank holiday weekends are notoriously dangerous periods for all road users as the number of people travelling on roads nationwide increases dramatically. A total of five people were killed and four seriously injured in traffic crashes over the October Bank Holiday weekend last year.

For those intending to travel by road over the coming bank holiday weekend the RSA has the following advice:

Drivers

Always drive at an appropriate speed for the conditions and circumstances
Never ever drink and drive, designate a driver or use alternative transport
Wear a seat belt and ensure all passengers front and rear are wearing theirs too
Improve your visibility on the roads by driving with your dipped headlights on
Plan your journey in advance and set off as early as possible to avoid heavy traffic
Take frequent breaks to avoid tiredness / driver fatigue
Be extra alert. Drivers heading off on a weekend break have a tendency to relax their guard, so be especially alert if driving on unfamiliar roads around your destination

Pedestrians

Walk on a footpath, not in the road
Walk on the right hand side of the road, facing traffic if there are no footpaths
Be seen. If walking at night wear a high-visibility jacket, armband and carry a torch.

Cyclists / Motorcyclists

Don’t weave in and out of traffic
Avoid driver’s blind spots
Be seen wear a high-visibility jacket
Use your lights day and night

Cavan County Council has a small number of Community Composters available free for Active Community Groups of approximately 50 participating families who would be willing to use and maintain the composters. Free training and information shall be provided.

3. Approximate number of persons/businesses involved in using the composter.
4. Details/location of proposed site available?
5. Details of what waste you intend to use the composter for example uncooked kitchen waste and garden cuttings or commercial kitchen waste.

Text Alert Service for illegal parking in Cavan Town

The scheme which was piloted in conjunction with Cavan County Council’s Disability Advisory Group is now opened to the general public.

Any person will be able to report illegal parking problems around Cavan Town for immediate attention. The text messages are sent directly to the Traffic Wardens who can then call to the scene of the alert.

The number to text is 087 622 9846 between the hours 9am to 6pm, Monday to Saturday. The Garda Siochana should be contacted for parking issues outside these hours.

Review of Sports Inclusion Disability Programme

Both counties are also proud to launch their joint 3 year strategic plan (2010-13) for the Sport Inclusion Disability Programme. This is the first strategic plan specifically for disability sport in Monaghan and Cavan. The document has taken recommendations on board from the recent review of the programme and will be used as a guide to steer the Sports Inclusion Disability Programme.

The launch will be held in the Errigal Hotel in Cootehill, Cavan at 10.30am on Friday, 3 December and will coincide with International Day of Disability and an exhibition of adapted games such as Boccia and New Age Kurling will be demonstrated by people who participated in the programme over the past two years.

Severe Weather Alert

Cavan County Council has designated salting routes and has been spreading salt on all national primary, secondary and appropriate regional roads. The Council currently has adequate stockpiles of salt and further quantities are available if required. The NRA is tasked with sourcing all salt supplies for the Country’s local authorities.

The Council would encourage all householders and shopkeepers to attend to the footpaths outside their dwelling and premises, particularly where no salting of the roads has been carried out.

PLEASE NOTE: Council Depots will only provide salt supplies through the Salt Bin Scheme. You may also source salt supplies from alternative local suppliers if necessary.

Road Safety Message

Following three road fatalities over the past 24 hours, the Road Safety Authority (RSA) and An Garda Síochána have issued a joint appeal, today Wednesday 8th December 2010, to road-users to be extremely careful on the roads. Despite a forecast for an improvement in the weather conditions nationwide, the roads continue to be treacherous in most parts of the country.

Mr Noel Brett, Chief Executive, Road Safety Authority appealed to road-users to take extreme care when driving: “There is a danger that road-users and particularly motorists will be lulled into a false sense of security as conditions improve after the recent freezing conditions. However, roads right across the country remain extremely dangerous with lingering patches of snow and ice posing serious risks for all road-users.”

“When the expected thaw sets in it will present even more challenges for all road-users. The main danger will be from melting snow and ice. Slush will build up on the roads and they will become very wet, there may even be a risk of localised flooding. Combined with grit on the roads there will be an increased risk of skidding. Our advice to motorists is to continue to drive with extreme caution – don’t assume that because the weather is improving, the road conditions are also improving. They’re not, so please drive with care. We would also appeal to pedestrians, cyclists and motorcyclists to take extra care when using the roads.”

Assistant Commissioner John Twomey, An Garda Síochána reminded road-users that the Gardaí will continue to have a presence on the roads despite the weather conditions: “Our role is to enforce road traffic laws to protect the people who use our roads. And we will continue to do this despite the weather conditions in order to keep people safe on the roads in what are extremely dangerous driving conditions. I would remind drivers in particular that since 16th November, the new Safety Camera system has been in operation on roads with a history of speed related collisions. With less than three weeks to go to Christmas, I would appeal to all road-users to take extreme care when using the roads and make sure this festive season is free from grief and tragedy.”

The Road Safety Authority and An Garda Síochána have the following advice for road-users:

Drivers need to be aware that grit residue from treated roads may remain on roads for a few days after a thaw. The obvious danger here is that it could create a hazard due to the risk of skidding on the grit. This is especially true on bends and in the centre of the road where a build up of grit usually occurs.
Remember that there may still be black ice lingering in sheltered spots and on bends and corners.
Be aware of the risk of thawing ice and slush build up at road sides.
Visibility will be reduced as spray from vehicles is thrown onto the windscreen of your vehicle. Keep an extra distance from the vehicle in front, especially goods vehicles, and ensure that your windshield washer is full. Keep your lights clear of grime and dirt.
Slow down as there may also be localised flooding as the thaw starts and this will increase the risk of aquaplaning.
Road surfaces may be damaged after the freeze / thaw action of the frost and ice. Motorists, especially cyclists and motorcyclists are advised to watch carefully for such hazards.
Motorists are asked to allow extra distance when passing cyclists and motorcyclists as they may have to take evasive action to avoid a hazard such as black ice or a pot-hole.
Slow down, keep an extra distance from the vehicle in front and expect the unexpected.
Road users, especially pedestrians and cyclists should be aware of overhead hazards. Melting snow and ice falling from buildings and trees pose a serious risk. Be aware of what’s happening above you and stay clear from the edges of buildings.
Slush, sand, grit, and ice-melting chemicals, as well as splattering all over windshields, also accumulates on the underside of cars, and accelerate corrosion. Wash your vehicle, particularly windscreens and lights. To minimise corrosion to your vehicle it is advisable to have the underside and wheel arches power washed/ sprayed at a car wash.

The RSA has prepared a helpful guide ‘Severe Weather Advice for Road Users’ which you can download from the RSA’s website - www.rsa.ie - which has useful advice on dealing with the difficult road conditions in all kinds of severe weather.

Due to a burst mains on College Street, Cavan it will be necessary to turn off the water supply in this area for a number of hours this evening. A crew is presently in place to carry out these repairs.

The burst water main at Drumalee, Cavan has been repaired (15.00pm approx). The water supply has been restored but may take a while to reach all outlying areas of the network.

Water Conservation Information

Cavan County Council would like to advise people who are on the public water supply to be vigilant during the thaw period. If you suspect that the supply to your property has frozen over the last two weeks or if the supply has been interrupted and not yet returned check with your neighbours to see if they have similar issues. If they do not then the problem is likely to be internal and you will need to contact a plumber. If they have similar water problems then this may be on the public supply side so please contact us on 049 4378600 and we will endeavour to resolve the problem.

Help us to help you. If you see water leaking from pipes or services do not assume that we know about it - please contact us and we will respond. Also if you are responsible for a vacant property please visit it regularly and make sure you are aware of the location of the stop tap so that you can isolate the supply in case of an emergency.

Arts Strategic Plan 2011-2015

New Community & Social Enterprise Programme

This integrated course will provide candidates with an understanding of diversity and how to leverage the value diversity brings to a community. In addition candidates will learn how to identify funding opportunities for social and community projects and develop business plans in support of these applications. The programme is available to persons working in this area or those who are underemployed and seeking to develop a career in the social and community sector.

The programme is made up of two parts:

Diversity Training & Train the Trainer, Fetac Level 6 delivered by National Learning Network followed by
an Advanced Certificate in Social Enterprise, accredited by the Business Institute, University of Ulster

The course is 100% funded for eligible participants from the Cavan/ Fermanagh area. All training will take place in Cavan Innovation & Technology Centre, Dublin Road, Cavan on a part-time basis between January and June 2011. This project supported by PEACE III is managed for the Special EU Programmes Body by the County Cavan Peace III Peace and Reconciliation Partnership.
