Draft Cavan County Development Plan, incorporating a Local Area Plan for Cavan Town, 2022-2028

The Cavan County Development Plan is a statutory document prepared by the Planning Authority in accordance with the requirements of the Planning and Development Act 2000 (as amended) and the Planning and Development Regulations 2001 (as amended). This Plan sets out the overall strategy and vision for the proper planning and sustainable development of the county over the 6 year period. The plan consists of a written statement, accompanying maps, appendices and environmental reports.

This webpage is designed to keep you up-to-date with the preparation of the Cavan County Development Plan incorporating a Local Area Plan for Cavan Town, 2022-2028 through until the completion of the Plan.

There are four stages in the preparation of a development plan as outlined in the diagram below:

Chief Executive's Report on Draft County Development Plan

The Chief Executive's Report on the Draft Consultation Phase of the CDP has been issued to Elected Members. The Chief Executive’s Report on the Draft Consultation Report summarises the submissions and outlines the Chief Executive’s Policy Recommendations on all relevant submissions received.

Stage 1: Pre Draft Development Plan Preparation (COMPLETE)

Stage 2: Draft Plan Preparation (COMPLETE)

The Pre-Draft Cavan County Development Plan incorporating a Local Area Plan for Cavan Town, 2022-2028 was prepared.  It was submitted to the elected members on the 19th March 2021 for their consideration. Following this, the elected members of Cavan County Council deemed it a Draft Plan as of the 10th April 2021. 


Stage 2: Draft Plan Public Consultation (COMPLETE)

The Draft Cavan County Development Plan incorporating a Local Area Plan for Cavan Town, 2022-2028, and all accompanying reports is available for public display from Friday, 28th May 2021 until Friday, 6th August 2021The documents are available to view via the following links:

Copies of the Draft Plan are also available for purchase from the Planning Department. 


Stage 2 Public Consultation Events (COMPLETE)

Cavan County Council will be holding the following public consultation events throughout the County as part of the Draft Public Consultation Phase for the preparation of a new County Development Plan incorporating a Local Area Plan for Cavan Town for the period 2022-2028.

The events will operate as a drop-in service, whereby members of the public will have an opportunity to engage with staff members and discuss issues relevant to the Development Plan review process.

Due to COVID-19 restrictions, although appointments are not necessary, it would be helpful if you could email your expected date, arrival time and venue to devplan@cavancoco.ie to allow the Cavan County Council to manage this public consultation in line with restrictions.

Public Consultation on the Draft Plan is now open. Submissions and observations on the Draft Plan can be made between 9am on Friday, 28th May 2021 and 4pm on Friday 6th August 2021 (inclusive).

Making a Submission

Submissions or observations may be made in writing or email to the Planning Authority from Friday 28th May 2021 to 4pm on Friday 6th August 2021 (both dates inclusive).  Please note these submissions will be published - along with your name - in accordance with the Planning & Development Act 2000 (as amended), but contact details will not be published.

Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.

Submissions Should:

  • Relate to the proper planning and sustainable development of County Cavan, from broad policy issues to specific types of development in identified areas.
  • Include your name and address on a separate page to the content of your submission in order to assist Cavan County Council in complying with the provisions of the Data Protection Act, as submissions are legally required to be published online.
  • Be in one medium only, i.e. email only or hard copy only. This is to avoid duplication of submission reference number and will streamline the process.

Submissions must be received by Cavan County Council no later than 4pm on Friday, 6th August 2021. For legal reasons, late submissions will not be accepted. 


Submissions Received

Written submissions or observations received by a planning authority shall be published on the authority’s website within 10 working days of its receipt in accordance with section 11 (3A) of the Planning & Development Act 2000 (as amended).

Next Steps

Following the completion of Stage 3 (Publication of Material Amendments for Public Consultation) will commence and subsequently, Stage 4 (Adoption of Plan) will complete the process.
