Minutes of Meeting of Bailieborough-Cootehill Municipal District held in Cootehill Courthouse, on Monday 23rd September 2025 at 5pm

Confirmation of Minutes
- To confirm Minutes of Monthly Meeting held on 3rd of September 2025.
Proposed by Councillor C Kelly, seconded by Councillor N Smith and resolved “that minutes of meeting of Bailieborough-Cootehill Municipal District held on 3rd of September 2025 be hereby approved”

2. Disclosure of Interests Section 177 local government act 2001
There were no disclosures of Interest.
3. Business prescribed by Statute, Standing Orders or Resolutions of the Council
Estates to be taken in charge
Mr N O’Kane presented list of proposed estates to be Taken in Charge. It was proposed by Cllr C Kelly and seconded by Cllr A Rogers and resolved “that the six named estates be Taken in the Charge of Cavan County Council"
4. Part VIII Planning Application-Lois na Rí Development, Cootehill.
Mr T Reilly, Executive Engineer, presented the part VIII planning application for Lois na Rí Development, Cootehill giving a summary of what the planning application entails. Details of this report can be found on Cavan County Council website.
Cllr C Brady voiced her concerns over traffic because of the proposed development, particularly the junction at the Ivy bar coming out onto a very busy Bridge Street and the junction at the old White Horse Hotel. Cllr C Brady enquired as to whether anything would be done to alleviate this. Mr T Reilly explained that Road Design was consulted as part of the report. An upgrade to the footpaths is being provided. Mr N O’Kane said there is a long history in relation to traffic problems in the areas
mentioned. He advised that there would be adequate lighting in the area. He confirmed that Planning have made the application as safe as is possible within their control.
Cllr C Brady mentioned the St Micheals Hall development in Cootehill and how the recycling facility will eventually be gone from there. Cllr C Brady enquired if the Lois na Ri development ties in with the St Micheal Hall development. Mr Nicholas O’Kane advised that the two developments are entirely separate.
It was proposed by Cllr C Kelly and seconded by Cllr C Brady and resolved "that Part VIII Application for Lois na Rí Development, Cootehill be hereby approved”.
