Parking Permits

Within a restricted parking area (as defined in Article 9(2) of the County of Cavan Traffic and Parking Bye-Laws, 2016) during the operable hours, parking is only permitted in designated places at specified times (with the payment of the relevant parking charge in pay and display parking areas). 

To reflect the parking needs of residents living in these areas, residents can apply to Cavan County Council for a residents parking permit, valid for use in their parking area in accordance to the above Bye-Laws.

A residents parking permit allows permit holders to park their vehicle in a restricted parking area, exempt from payment of pay and display parking fees and without limitation as to time, provided all information submitted to the Council is accurate and the permit is deemed valid by the Council.  

To be valid, the residents parking permit must be current and must be prominently displayed in the relevant vehicle so that the full parking permit is clearly and fully legible through the front windscreen from outside the vehicle.

While Cavan County Council facilitates eligible residents by allowing parking where suitable street/carpark parking spaces are available, the Council is not responsible for ensuring the availability of such spaces. Responsibility for securing parking spaces rests with the vehicle owners.

At all times, the vehicle must be parked in a safe manner and in compliance with national and local legislation.

Parking permits are not issued to the owners or employees of businesses, retail outlets or commercial premises.

To be eligible to apply for a residents parking permit, the applicant must be a person whose primary residence is on a public road and is situated in a restricted parking area. The applicant must submit the following documentation:

  • Completed application form including domestic Eircode.
  • Current proof of residency (i.e. dated within the last 3 months) showing your name and address, i.e. copy of a domestic utility bill, financial statement or letter from Social Welfare. (Non-domestic bills and mobile phone bills are not accepted by this Council).
  • If the applicant is a tenant, a current full copy of a signed tenancy agreement (name and address must be the same name and address for which the permit is being sought).
  • If the applicant is an owner/occupier, a full copy of the home insurance policy.
  • If the applicant’s residence is part of a commercial property – a letter of confirmation from Cavan County Council’s Rates Section that the premises has a domestic rating will be required.
  • A copy of your vehicle registration certificate. The name and address on the vehicle registration certificate must be the same name and address for which the permit is being sought.
  • A copy of your current tax disc.
  • Relevant application fee.

The present fee for a Residents Parking Permit is €20 for an annual permit. 

Renewal of Residents Parking Permit

If you are renewing an existing Residents Parking Permit where your vehicle has not changed, the following documentation is required:

  • Completed application form including domestic Eircode.
  • Current proof of residency (i.e. dated within the last 3 months) showing your name and address, i.e. copy of a domestic utility bill, financial statement or letter from Social Welfare. (Non-domestic bills and mobile phone bills are not accepted by this Council).
  • If the applicant is a tenant, a current full copy of a signed tenancy agreement (name and address must be the same name and address for which the permit is being sought).
  • If the applicant is an owner/occupier, a full copy of the home insurance policy.

Change of Vehicle for Residents Parking Permit 

As the residents parking permit contains vehicle registration details, if a change of vehicle occurs and the current residents parking permit has not yet expired, it is possible to obtain a new residents parking permit with the change of the vehicle registration details for the remaining period of the original parking permit. The following documentation is required:

  • Completed application form with domestic Eircode.
  • Copy of vehicle licensing certificate or logbook for the new vehicle (This document must be registered to the applicant’s name and address).
  • Original valid, in date parking permit.

Note - Company Car

Applicants who have the use of a company car must fulfil all the requirements that are applicable to an application for a residents parking permit and in addition are required to submit a recent signed letter on headed company paper confirming the following details:

  • The vehicle registration number.
  • Name and address of the employee and confirmation that the applicant has domestic use of the vehicle.
  • Confirmation the vehicle is kept at the applicant’s residence.
  • Satisfactory documentary evidence that the employee is in the full-time employment of the registered owner.
  • Copy of current insurance certificate and copy of vehicle registration certificate.

Cavan County Council reserves the right to request further information and vouching documentation to evaluate the eligibility of an applicant. Cavan County Council also reserves the right to terminate a permit or permit application if deemed necessary due to insufficient documentation or failure to provide further information requested or ineligibility for permit, etc.

How to Apply for a Residents Parking Permit

Residents Parking Permit application forms are available to download can be requested by contacting the Parking Section by phone on 049 4378409 or by emailing parking@cavancoco.ie.

Applications are also available from our Customer Service Desk which is located on the Second Floor, Johnston Central Library, Farnham Street, Cavan.

If an application is successful, a residents parking permit will only be issued for that vehicle. Multiple residents parking permits will not issue in the name of the same person. The maximum number of permits allowed per qualifying residence is two.

Fixed Charge Parking Fine

Failure to display a valid parking permit may result in the issue of a fixed charge parking fine to the registered owner of the vehicle. If a fixed charge parking fine is received where a parking permit has issued but is not a valid parking permit (whether by reason of the fact that it has expired, or has not been displayed, or has been incorrectly displayed), any appeal in such circumstances is unlikely to be successful. The renewal of a residents parking permit is the responsibility of the parking permit holder. The residents parking permit holder is obliged to pay for parking fees during any period between the expiry date of their parking permit and the renewal date of their residents parking permit.
