Municipal Districts were established by the Local Government Reform Act, 2014. Cavan County Council's administrative area is divided into three Municipal Districts, Cavan-Belturbet MD, Bailieborough-Cootehill MD, and Ballyjamesduff MD — each represented by six councillors, who sit on meetings of the Municipal District and the County Council.
The members within each municipal district elect a Cathaoirleach and Leas-Chathaoirleach. The Cathaoirleach chairs the meetings of the municipal district. The Leas-Chathaoirleach chairs meetings when the Cathaoirleach is not present.
A number of reserved functions under the Local Government Acts are exercised exclusively by the municipal district members. Examples include adopting an annual programme of proposed works to be carried out within the district, decisions regarding road closures, or parking bye-laws to apply within the district, or adopting bye-laws on litter and litter management plans. Part VIII Planning applications within the District may also be decided at MD level.
