Contracts for delivery of SICAP signed

Breffni Integrated CLG t/a Cavan County Local Development has been appointed to deliver the Social Inclusion and Community Activation Programme (SICAP) 2024-2028. 

 

The SICAP provides funding to tackle poverty and social exclusion through local engagement and partnerships between disadvantaged individuals, community organisations and public sector agencies. It is a multi-faceted programme, which provides supports to respond to individual and community needs, using a community development approach to improve people’s lives. 

 

SICAP is a targeted, holistic programme for those who are most disadvantaged and less likely to use mainstream services. It provides supports directly to beneficiaries and links them into existing services. It aims to ensure that beneficiaries receive quality, tailored supports, while also allowing flexibility to adapt actions to local need.

 

Administered by Pobal, SICAP is co-funded by the Irish Government, through the Department of Rural and Community Development, and the European Social Fund Plus under the Employment, Inclusion, Skills and Training (EIST) Programme 2021-2027.

Welcoming the signing, Cathaoirleach of Cavan County Council, Cllr Philip Brady said, “The SICAP Programme is hugely important in tackling poverty and exclusion among the most vulnerable in our communities. I welcome the appointment of Cavan County Local Development, a hugely capable organisation with tremendous local knowledge and committed, dedicated staff, to deliver this major programme over the next four years”.

 

Chief Executive of Cavan County Council, Eoin Doyle said “Cavan County Council enjoys an excellent working relationship with Cavan County Local Development, and their capacity to deliver this ambitious programme is evident in their stellar record of local service delivery. I look forward to further collaboration between Cavan County Council and Cavan County Local Development over the lifetime of this programme”.

 

Cavan County Council Director of Service for Planning, Community, Enterprise and Tourism, Brendan Jennings said, “This ambitious programme will command a budget of at least €5.669 million, which will target disadvantaged individuals in some of the most hard-to-reach corners of our community. We are delighted to be able to utilise the experience and passion of Cavan County Local Development in delivering this programme locally, and look forward to seeing the fruits of their efforts over the next four years”.

 

Terry Hyland, CEO of Cavan County Local Development, said “I’m delighted that Cavan County Local Development will be implementing SICAP 2024-2028 for County Cavan which is the country's primary social inclusion and anti-poverty programme. We look forward to working on a multi stakeholder approach to improving the lives of those most disadvantaged in our communities across the county”.
