Notice of Adoption of Variation No. 1 to the Cavan County Development Plan 2022-2028

Notice is hereby given pursuant to Section 58 (18) of the Planning and Development Act 2024 (as amended) that Cavan County Council, being the planning authority for County Cavan, at their meeting of 13 July 2026, has made Variation No.1 of the Cavan County Development Plan 2022-2028. The Variation is effective immediately.

Variation No. 1 consists of amendments to the text of the Written Statement (Volume 1) of the Cavan County Development Plan 2022-2028, incorporating a Local Area Plan for Cavan Town. Amendments have also been made to land use zonings in the following settlements:

  • Cavan Town
  • Virginia
  • Ballyjamesduff
  • Bailieborough
  • Kingscourt
  • Cootehill
  • Belturbet
  • Mullagh
  • Ballyconnell

Details of Variation No. 1 to the Cavan County Development Plan 2022-2028, can be viewed on www.cavancoco.ie/variationno1.

A copy of the Cavan County Development Plan 2022-2028 together with the Variation and associated Consolidated SEA (Strategic Environmental Assessment) Environmental Report, Consolidated AA (Appropriate Assessment) Screening Report and Final Screening for AA Determination will be available for inspection and purchase from a date not later than 17 August 2026 at www.cavancoco.ie/variationno1 and at the office of Cavan County Council, Johnston Central Library, Farnham Street, Cavan, H12 V3W4, during normal working hours

As is required by Regulation 12 “Information on decision” of the European Union (Land Use Planning – SEA) Regulations 2025 a statement, “the SEA Statement”, is also available alongside the Variation, summarising:

(a) how environmental considerations have been integrated into the Variation,

(b) how: the SEA Environmental Report prepared for the Variation; and submissions and observations made to the Council during the public consultation on the Proposed Variation and associated documents, have been taken into account during the preparation of the Variation,

(c) the reasons for choosing the Variation, as adopted, in the light of the other reasonable alternatives dealt with, and

(d) the measures decided upon to monitor the significant environmental effects of implementation of the plan, as varied.

Notice of Determination in Respect of the Screening for AA of Variation No. 1

Cavan County Council has undertaken AA Screening and has determined, pursuant to the European Habitats Directive (92/43/EEC) and Section 202 of Part 6 of the Planning and Development Act 2024, as amended, that any likelihood of Variation No. 1, either individually or in combination with any other plan or project, having any significant effect on any European site can be excluded in view of the conservation objectives of the habitats or species for which these sites have been designated. Therefore, Stage 2 AA was not required for the Variation. The Screening for AA Determination has been informed by a Consolidated Screening for AA Report – both documents detail the reasons for the determination and accompany the Variation, including being available alongside the Variation on www.cavancoco.ie/variationno1.
