Why implement parking controls?
The Council’s practice is to implement a parking management system that controls parking to the benefit of the local residents or business communities and provides a greater turnover and availability of spaces while facilitating access and improving road safety for residents who are experiencing increased non-resident parking in their areas.
What is Pay & Display Parking?
Payment is required to be made to park a vehicle where pay and display parking is in operation (Cavan Town) during specified hours, on specified public roads and in specified public car parks, under Cavan County Council’s Administrative Area. Parking of vehicles during the operational hours will only be permitted on display of a pay and display parking ticket or a paid residential parking permit.
How is parking paid for?
Payment can be made by:
- By coins at pay and display parking machines. Upon payment, the machine will issue a ticket which must be displayed on the dash of the vehicle and should be clearly and fully legible through the front windscreen from outside the vehicle.
- Cavan County Council are currently in the process of installing new multi payment machines and when installed motorists will be able to make payments via coins and chip and pin contactless payment at selected parking machines.
- From early 2023, motorists will be able to make payments by phone via Connect Cashless Parking.
- Resident parking permits issued to eligible residents, subject to conditions, on application to the Council.
How much will Paid Parking cost and what will be the hours of operation?
- The cost applicable is indicated on the pay and display machine. €0.60 per hour for on street parking and €0.40 for off street parking (public car parks).

Is there a maximum parking period for non-resident/non-permit holder motorists?
The parking period permitted is indicated on the appropriate information plates. A vehicle which had been parked in a time restricted parking place for the maximum period permitted in that parking place, as indicated on the appropriate information plate, shall not be parked again on the public road in which that ticket parking place is situated until at least one hour has elapsed since the vehicle was last parked in that ticket parking place. Is there a grace period in Cavan County Council’s Administrative Area before payment of paid parking is required?
A grace period of 20 minutes is applied before payment is required to be made to park a vehicle in a paid parking area, and it applies on expiry of the paid parking payment before a further payment is required or the vehicle should be removed. The grace period in operation for paid parking is subject to withdrawal/change by Cavan County Council.

What is a Resident Parking Permit?
A resident parking permit allows the holder to park the vehicle specified on the permit at parking bays in paid parking areas on the public road or in designated public car parks, in the zone specific to the area in which the holder resides as indicated on the permit. I received a Fixed Charge Parking Fine how do I make payment?
Fixed charge parking fines can be paid in the following way:
- Credit/Debit Card Payments can be made by phoning 049 4378660.
- By Cheque or Postal Order or Bank Draft made payable to Cavan County Council and sent by post to Cavan County Council, Parking Fines, Courthouse, Farnham Street, Cavan.
- By Cash at the Customer Service Desk, Ground Floor, Johnston Central Library, Farnham Street, Cavan. Please do not send cash via post.
- Online, pay your parking fine.
The fixed charge parking fine number should be quoted on all payments. Please note – all fines are subject to a 50% increase if not paid within 28 calendar days from the date of issue of the fine. If not paid within 56 calendar days from the date of issue of the fine, prosecution through the District Court will be initiated.

How to apply for a Parking Permit for People with Disabilities [Disabled Parking Card]?

A vehicle that has a valid Disabled Parking Permit clearly displayed on the vehicle by the user, can park in any of the disabled parking bays or approved paid parking bays which are subject to the County of Cavan Traffic and Parking Bye-Laws, 2016.
What happens if there is a parking machine is not working?
If a pay and display parking machine is out of order, motorists must go to another machine in the same tariff zone/higher tariff zone to pay the appropriate fee.
